In conversation with r. de liotta it
transpired that though Chinese territory is mentioned in the Power of Attorney, and Mr. Mencarini may in fact go there, it is anticipated the latter's work will probably be limited to Hong Kong. I understand that in Hong Kong Spanish interests are represented by the French Vice-Consul, and that this may account for the instructions and authority of the Spanish Government having been given to the carrière Consul-General here rather than the representative in Hong Kong.
It is to be noted that in the ratification clause
of the Power of Attorney Mr. de Motta refers only to himself as confirming, etc., the acts of his Attorney, and does not specifically mention the Government of Spain as a party to the confirmation; this may be due to an error in drafting or the earlier mention of the Government of Spain is intended to
cover the whole document.
I took occasion to mention to Mr. de Motta that
there were detailed regulations governing emigration of Chinese (as the "immigrant farmers" must obviously be), and he assured me that Mr. llencarini's first duty on arrival would be to make himself acquainted with the Hong Kong regulations on the matter and to avoid infringing them.
Mr. Mencarini is in possessed of a Passpat
mentioning his Official capacity and vised by me; he is to
sail by the S.S. "Empress of Canada" or "President Pierce"
today.
